Dr Edwin Clerckx has been Managing Director of ADE since October 2013.

Edwin joined ADE in 2001. He holds a Ph.D. in Philosophy, a Master’s Degree in Management and a complementary degree in Economics. He headed ADE’s Evaluation Department from 2006 till 2013 and has been a member of its Board since 2007.

He is a specialist in leading complex strategy evaluations of donor support in the field of development cooperation. This has included various themes such as conflict prevention, peace building and private sector development, but also the channeling of aid through international organizations. He has also worked extensively on Structural Funds and rural development evaluations.

He regularly adds value to his experience through making presentations at international conferences, and has also participated in the drawing-up of evaluation guides.

Prior to joining ADE, he worked for several years for the Association of European Performers' Organisations, where he was managing Phare programmes on Intellectual Property.

Edwin is fluent in French, Dutch and English and also speaks Italian.

Vincent Coppens is Head of ADE’s Evaluation Department. He has extensive experience in evaluation, notably in complex strategic-level studies. He is primarily active in the field of development cooperation, covering different themes and sectors among which in particular private sector issues and development finance. He has a track record as team leader, project director, methodological advisor, and quality controller.

Examples of evaluations he led or participated to are for instance the Evaluation of Blending, the Evaluation of the EU/ACP Microfinance Programme, Evaluations of the EIB-managed ACP Investment Facility, a Meta-Evaluation of Belgian Non-State Actor Programmes, mixed-methods Impact Evaluations, and a series of multi-sector Country Strategy Evaluations.

Before joining ADE in 2006, he worked for several years for A.T. Kearney, a renowned international strategy and management consultancy. Vincent holds a Master’s degree in Management Engineering from the Solvay Business School (Université Libre de Bruxelles), with a major in Finance.

Vincent is bilingual in French and Dutch and fluent in English and Spanish.

Virginie Morillon is macroeconomist and a consultant in Evaluation at ADE since 2006. She has over 10 years’ experience in conducting complex policy evaluations and advanced knowledge in evaluation methods and techniques. She specializes in three major areas: macroeconomics applied to development and public finance management reforms; conflict resolution, security and fragility; and private sector development and development finance. She works for a wide range of clients, from the European Commission, European Investment Bank, African Development Bank, World Bank; bilateral donors including AFD, CTB, Danida, Sida, the French and Netherlands Ministries of Foreign Affairs; to national governments.

Virginie co-led or participated to more than 20 policy evaluations spanning various areas, aid modalities or countries/regions. She co-led the Joint evaluations of budget support operations in Morocco and in Burundi. She also delivered training courses on public financial management and on the 2012 EU Guidelines to Budget Support. She was actively involved in the African Peace Facility evaluation and in the Thematic evaluation of the Commission’s support to conflict prevention and peace building. She had a key role in the Evaluation of blending of EU grants with loans and currently participates to the End-term review of the investment facility and European Investment Bank operations in ACP countries and to the Evaluation of the FMO Infrastructure Development Fund. She is very familiar with EU policies, instruments and aid modalities, in particular budget support, and has in-depth experience in applying the OECD-DAC methodological approach for evaluating budget support operations.

Prior to joining ADE she worked for one year in Benin for the French Ministry for Foreign Affairs where she was seconded to a Beninese consultancy specialized in regional integration. She holds a B.A in Economics and a Masters Degree in Development Economics.

Her field experience covers mainly West and East Africa, Latin American countries and the Caribbean, the Mediterranean area, Asia and the Pacific islands.

Ombeline De Bock joined ADE in October 2015 as a permanent expert in Evaluation at ADE.

She has advanced knowledge in quantitative and qualitative evaluation methods and strong analytical skills. Her experience covers the following main areas: microeconomics applied to development; access to financial instruments and, in particular, micro-insurance mechanisms; and rural development. She has in-depth experience in designing, conducting and supervising field surveys and behavioral experiments in developing countries. Moreover, she was involved in several systematic literature reviews.

Prior to joining ADE, Ombeline carried out a consultancy mission for the World Bank’s Agricultural Insurance Development Programme in Senegal. She also worked as an intern at the cabinet of the European Commissioner for Development and Humanitarian Aid. She holds a PhD in Development Economics and a Master’s Degree in Advanced Economics.

Ombeline is fluent in English, French, Dutch and can also speak German and Spanish.

Arsène joined ADE in September 2015 as an evaluation expert, after having completed 6 months training within the Evaluation and Monitoring Department.

Arsène holds a Master’s degree in Development studies from Paris 1 Panthéon-Sorbonne University, with a specialisation in the economic evaluation of development policies and projects. He participated in an Erasmus program at Padua University (Italy) during his Bachelor in Business Administration.

Within ADE, Arsène participates in the preparation of offers (including finding and contacting experts) and in evaluations conducted by the Evaluation and Monitoring department.

Arsène is a native French speaker, he is fluent in Italian and has a good knowledge of English.

Tatianna Goetghebuer is a permanent expert in evaluation at ADE.

She holds a PhD in in Development Economics from the University of Namur and a Bachelor’s degree in Business Engineering. She is skilled in various evaluation techniques, qualitative as well as advanced quantitative approaches. She has excellent analytical skills and strong fieldwork experience. She managed and conducted various first hand and second hand data collections in the field of agriculture and land resource allocation, migration, access to water, education and vocational training. She has very good organizational and management skills.

Before joining ADE, Tatianna was Assistant Professor at Namur University, teaching econometrics and microeconomics. As an academic, she focused her research on institutional economics. She also worked with the Micro Insurance Facility based in the International Labour Office in Geneva and used to coordinate the European Development Network (EUDN).

Tatianna has been involved as a member of the board of a Belgium civil society association for 5 years.

She is fluent in English, French and Spanish and understands Dutch.

Nohemí joined ADE’s permanent staff as an Evaluation Expert in October 2017.

Nohemí holds a PhD in Public Policy from the School of Government and Public Transformation at Tecnológico de Monterrey (Mexico). She obtained a Master’s in Public Administration from the École Nationale d’Administration (France); a Master’s in Public Management as well as a Bachelor’s degree in International Business, both from Tecnológico de Monterrey. She also obtained a diploma on French and European Management at the Université Robert Schuman in Strasbourg, France.

Before joining ADE, Nohemi was the first Monitoring and Evaluation (M&E) Supervisor at the Bureau of International Narcotics and Law Enforcement Affairs (INL) at the U.S. Embassy in Mexico where she previously served as Drug Demand Reduction specialist. Nohemi played a critical role in taking INL Mexico from the inception of an idea of how to measure the impact of bilateral security capacity-building programs, to the design of replicable and sustainable M&E systems.

Nohemí previously worked for Guanajuato’s State Government in Mexico as General Director of Scholar Services and Accreditation of Studies. She also served as aide to the Governor and as principal advisor to the State Security Council.

In ADE, Nohemí participates on evaluation studies in the field of development cooperation, covering various areas, aid modalities or countries/regions. She specializes in drug policy, judicial reform, rule of law and public administration reform.

Giulia joined ADE in October 2017 as a permanent expert in Evaluation and Private Sector.

She has over 10 years of experience in public policy and business consulting. Prior to joining ADE, she served as a Partner, Executive Director and Project Director of C230 Consultores and Fundación IDEA (a public policy consulting company and think-tank based in Mexico and operating throughout Latin America).

She was also a consultant for McKinsey (Mediterranean Region). Throughout her career, Giulia has lived and worked for extensive periods in Europe, Latin America and Africa. Her main areas of expertise are private sector development (particularly: SMEs and entrepreneurship; sector development strategies; and innovation); education; and financial sector development.

Giulia holds an MBA and a Master’s in Education from Stanford University, and a Master’s degree in Financial Economics from the Bocconi University.

She is fluent in Italian, English, Spanish and French.

Ritha Sukadi Mata joined ADE in March 2013 as a permanent evaluation expert. She holds a PhD in Economics and Management from the Université libre de Bruxelles (ULB, Solvay Brussels School of Economics and Management), a Master’s degree in Management Sciences (University of Mons) and another Master’s in Microfinance.

Prior to joining ADE, Ritha worked as a teaching assistant at the ULB for 6 years. Her research focused on microfinance in Developing countries (she did field missions in a number of countries including Burkina-Faso, Ecuador and Mali), and on the economic impact of migrants’ remittances on developing countries’ economies and microfinance institutions.

Ritha also worked in two European NGOs (in Belgium and Luxemburg) involved in microfinance, and she collaborated in the design and implementation of an interuniversity project involving Belgian and Congolese universities, funded by Belgian government.

Ritha is fluent in French and English; she also has a good knowledge of Spanish and Congolese languages.

REGIONAL POLICIES AND INNOVATION

Mary van Overbeke is an economist, specialized in macroeconomic policy and in industrial policy. She joined ADE in 1992 after having spent five years at the University of Louvain, in the economic department where she was in charge of macroeconomic forecasts. From 1997 to 2003, she was member of the Belgian Planning Office. She has developed her skills in two fields: (1) macroeconomic analysis and public finance management and (2) industrial policies focusing on innovation and regional/sectoral development strategies. As a macroeconomist, she has been involved in four main areas: public finance and more specifically Public Expenditure Review, food security, monitoring of macroeconomic policy in west-African countries, and more recently, training of EU officials in budgetary aid support (PCM project). Her other centre of interest is growth and competitiveness policies. While she was at the Belgian planning office, she has been in charge of completing the Cardiff annual report presenting to the EU the main reforms adopted to improve the functioning of labor, goods and capital markets in Belgium. Innovation and research policies are at the top of the agenda in European competitiveness policies. She coordinated with several experts the Promethea Regional Innovation Strategy initiative in Wallonia and carried out analysis of regional innovation systems and policies at different levels. Patrick Van Bunnen is an economist specialised in evaluation, regional development and structural funds. Before joining ADE in 1998, Patrick was research fellow at RIDER (Recherches Interdisciplinaires en Développement Régional) and IRES (Institut de Recherche Economique et Social), two research centres at Louvain University. Patrick has taken part in about twenty five projects for the EC and regional governments in the field of regional and rural development. These include: (i) the evaluation of mainstream programmes such as OBJECTIVE 1, 2, 3&4 and 5b or RDP; (ii) the evaluation of Community Initiatives such as EQUAL, LEADER, INTERREG and RIS; and (iii) thematic evaluations such as the evaluation of research and innovation actions in 86 EU regions, the agricultural reform programmes in PHARE countries, and the oleaginous policy under CAP. He has also carried out various studies including the transfer of experience in the management of Structural Funds from Wallonia to Poland and the selection process of 25 countries, partners to direct Belgian bilateral co-operation. Patrick is currently responsible for the implementation of the ISO 9001 Quality System in ADE.

Patrick Chaussepied is a member of ADE’s Board of Directors. Since he joined ADE in 1996, Patrick has been involved, most frequently in the position of team leader, in a number of assignments in the field of macroeconomics applied to development, public finance management and fiscal policy advice, formulation and evaluation of budget support programmes, as well as policy and programme evaluations at the sector and country level. Patrick’s country experience includes Central Asia, Eastern Europe, Mediterranean countries and Sub-Saharan Africa. Patrick started his professional career at the Société d’Etudes pour le Développement Economique et Social, a French consultancy active in assistance to development, then hold the position of head of the macroeconomic department at BIPE, a company devoted to economic analysis and forecast at macroeconomic and sector level. Patrick complemented an initial education of agronomist with a PhD in economics. He works in French (his mother language) and English.

Tanguy de Biolley is a co-founder of ADE in 1990 and a member of its board of directors. Expert in macroeconomics, public finance and trade he participated, most often as team leader, to numerous assignments in developing and transition countries.

Through these missions conducted for the European Commission, the World Bank, the Asian Development Bank, UNDP or national governments, he has developed a worldwide expertise in
- structural adjustment, policy advice, trade policy and strategic studies,
- the programming and evaluation of large assistance programmes, and
- institutional building and professional support for ministries of finance, planning institutions and central banks.

Before joining ADE he worked as an economic adviser in the Belgian Planning Bureau, the Belgian Government's main macroeconomic think tank. He was in charge of macroeconomic and economic policy studies and the development of econometric models. Throughout all his professional career, he has a kept part-time research and teaching positions in various Belgian universities. He is currently "Maître de Conférences" (Visiting Professor) at the Facultés Universitaires Notre-Dame de la Paix in Namur, Belgium.

During his education he benefitted from a research scholarship from the National Foundation for Scientific Research and spent a year as research student at King’s College, Cambridge (UK). He holds a master degree in economic and social sciences from the FUNDP in Namur, and a Ph.D. in economics from the Erasmus University in Rotterdam, the Netherlands.

He works in French, his mother language, and English.

Cécilia joined ADE in January 2018.

She has a background in development economics and project analysis.

Cécilia worked for more than 15 years on governance, macroeconomic and PFM issues in the context of international cooperation in France as well as in Western Africa.

Since 2012 and before joining ADE, she worked in technical assistance to the Ministry of Economy and Finance in the Ivory Coast, on macroeconomic and public finance reforms. Her work involved contributing to the formulation, implementation and monitoring of the macroeconomic and public financial management reforms strategy and its action plan, and was involved in several technical working groups related. Cecilia also worked on the creation and setting up of a public financial institution (known as “Caisse des dépôts et consignations de Côte d’Ivoire”); the development of economic studies and analysis; and identification of new projects and ideas.

More generally, and coupled with previous experience, Cécilia has developed a thorough knowledge of the international development agenda, its challenges, of donor’s aid policies, institutions and intervention modalities (including European Budget Support). She was head of the bureau in charge of aid policy, coherence and effectiveness at the French Ministry of Foreign Affairs - Directorate General of Global Affairs, development and partnerships and has been involved in the preparation of high level meetings in this field. For example, she was involved in the 4th UN conference on the least developed countries in Istanbul; the 4th high level forum on aid effectiveness in Busan; the 3rd International Conference on financing for Development in Addis Abbab; and the Cop21 on climate change in Paris.

Cécilia has a very good knowledge of the WAEMU economies and institutions as she held long term positions in Senegal and Ivory Coast and has also, worked for the French Ministry of Economy and Finance, to monitor the CFA Franc Zone.

Louis de Brouwer joined ADE in August 2016, after completing a 3 month internship in early 2015.

He holds a Master’s degree in Economics from the Université Catholique de Louvain, with a specialization in Monetary Macroeconomics. He is currently finishing a Master’s degree in Philosophy at UCL, for which he participated in an Erasmus Program in Munich, Germany.

Within ADE, Louis participates in evaluations conducted by the Economic Policies and Public Finance department.

Louis is a native French speaker, fluent in English and Dutch and can also speak German and Spanish.

Paola Trucco joined ADE in 2017 as Business Developer for the Economic Policies and Public Finance Department. She is involved in the tendering procedures for various EU Institutions and International donors developing market prospects alongside networking with clients, technical experts and national beneficiaries. Paola holds strong knowledge of public funding programmes and initiatives related thereof, coupled with first-hand experience with proposal writing and team management.

Before joining ADE, Paola worked as a Business Development Advisor for Milieu and as a Senior Consultant for Hinicio, specializing in EU energy policies, as retained expert for both the European Parliament and Commission she has contributed to a number of studies and briefing papers in the field of renewable energy and climate change. Paola has acquired a Master of Arts in Economics from the University of Aberdeen in Scotland and holds a Specialization Master in Economic Growth and Globalization from the University of Louvain La Neuve, Belgium.

Paola speaks Italian, English, Spanish, French and has a basic knowledge of Dutch and Portuguese.

Monika BECK, agricultural engineer (MSc), specialized in economics, has extensive experience, since 1991, in the evaluation of public policies and programmes in the EU and in ACP countries.

Monika joined ADE in May 2007 and has been Head of the Rural development and Environment department since 2009. Her career combines professional positions in the private sector and academia both in the EU and in developing countries. Within ADE, she has led numerous evaluations of rural development policy, in particular but not only, on the second pillar of the CAP, at European (DG AGRI) and national levels [France, Belgium (Walloon Region), Luxemburg] since 2000. She combines sound working experience with the CMEF with know-how and hands-on experience in the use of quantitative methods (FADN data treatment) notably in evaluation of investment support to agricultural holdings through RDP in France and in the Walloon Region. She has extensive experience as Team Leader of complex evaluations for DG AGRI (EU27) (Farm Advisory Services (2009), Information and promotion actions for agricultural products (2011), (2007).

Prior to joining ADE, she worked for seven years in the Department of Economics and Rural Development of the University of Gembloux (Ulg Gembloux AgroBioTech). Linked to RDP evaluations performed during this period, she completed a complementary Master’s degree in agronomy and biological engineering analyzing the impact indicators used in the RDP 2000-2006 for investment support to agricultural holdings. Monika was a trainer from 1999-2005 for EC officials (Brussels and in Delegations) in EcoFin analysis and Project Cycle Management.

Between 1991 and 2000 she worked as agro-economist for a consulting company, where she took part in about fifteen mainly EDF funded evaluations of rural development projects mainly located in Central and West Africa. She started as trainee at the EC (DG development) working on budget programmes (1990-91).

Konstantin Gruev joined ADE as a permanent consultant in September 2012.

He works in the Rural development & Environment Department and works on the evaluation of environmental, urban and regional development policies.

Konstantin worked on the ex post evaluation of European territorial cooperation programmes (ETC) for DG Regio, as well as on the migration of the DEVCO Evaluation guidelines. Konstantin has a specific experience in strategic environmental assessment (SEA Directive) and in thematic evaluations (Research, development and innovation, Environment, Urban and territorial development) both at regional and international level.

Konstantin holds a Master’s degree in Evaluation and Monitoring of public policies from Science Po Lyon and another Masters in Political Science from University Lumière Lyon II. He also has a Bachelor’s degree in Social Sciences and Sociology from the University of Perpignan, France.

He is a native Bulgarian speaker, bilingual in French and fluent in English.

Liesbeth Kellens joined ADE in October 2013 as a permanent expert in Rural Development and Environment to collaborate on the ongoing and planned evaluations of the EU rural development policy and in third countries.

She has a strong expertise in rural development issues and is also very familiar with the conduct of large and complex evaluations.

Before joining ADE, Liesbeth worked for seven years with the International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations focusing on rural poverty reduction in developing countries. She managed and evaluated several agricultural and rural development programs mainly located in Africa and Asia. She supported the development of successful M&E systems, the conduct of impact assessments and the testing of the multidimensional poverty assessment tool (MPAT), a survey-based thematic indicator.

Moreover, Liesbeth worked on different thematic issues such as microfinance in Bangladesh and value chain development in Guinea and assessed the impacts of IFAD’s direct supervision and implementation and different development programmes. Prior to that, Liesbeth worked as a trainee in the Delegation of the European Union to the United Nations Organizations in Rome, following up on the Food for Aid Agenda implemented by the World Food Programme.

Liesbeth holds a Master’s degree in Economics (oriented in International Economics) and a Specialized Masters in International Relations and Conflict Management, both from the Catholic University of Leuven, Belgium.

She is fluent in Dutch, English, French and Italian.

Jean-Marie Wathelet is a co-founder of ADE, Agricultural Engineer and MBA.

He started his professional career as an assistant in the Rural Economy Department of Louvain University where he worked on operational research programmes. Attracted to the business world, he became an IT consultant in an SME support firm for a few years.

In 1988 he joined a consultancy firm specialized in the rural sector and discovered the development realities of Africa.

Since 1990, Jean-Marie has undertaken more than 30 consulting and evaluation missions as Team Leader for various international donors, notably the European Commission and the World Bank. He has developed expertise in three major fields: rural development strategy; project evaluation; and public expenditure review. He has acquired an in-depth knowledge of the project cycle management tools (PCM) and of the utilisation of the methods of evaluation based on the Logical Framework and participatory approach.

As Team Leader, he has carried out numerous strategic and complex evaluations for the European Commission, including the thematic evaluation of the European Commission’s support to rural development and agriculture. He also ensures the role of quality controller on evaluations undertaken by other ADE permanent experts.

Jean-Marie was Managing Director of ADE from 2007 to 2013.

Christophe joined ADE in December 2009 as a Financial Analyst.

Two years later, he became ADE’s Financial Manager. He manages the Finance Department team as well as financial, administrative and project implementation for ADE. He is responsible for overseeing the subcontracted IT professional for ADE, including the design and installation of an ERP, as well as testing required change management processes.

Prior to joining ADE, Christophe accumulated experience as a Financial Consultant in various consulting companies including Deloitte, and was Financial Analyst specialized in Activity Based Costing in the Financial Management Reporting Department of Euroclear SA.

Christophe holds a Master’s degree in Science Management.

He is a French native speaker and is fluent in English.

Donatienne holds a Master’s Degree in German Philology from Louvain University (UCL, Belgium); she specialized in English and Dutch.

After her studies, she worked as a volunteer in Ghana for a program financed by the European Commission consisting of helping young people to get a job after their studies. Returning from Africa, Donatienne started to work as a Human Resources consultant for Vedior Interim (now called Tempo-Team).

After 9 years, she joined McKinsey for 2 years where she assisted the Human Resources Manager. She dealt with recruitment, provided logistical and administrative support.

Donatienne joined ADE in March 2010. She first started as Human Resources assistant and is now in charge of Human Resources.

She is fluent in French, English and Dutch.

Estelle Cuisset joined ADE in February 2018 as Financial assistant and MKS project manager. She holds a Bachelor’s degree in Accounting from EPHEC Business School and a Master’s degree in Management Science from UCL.

During her studies, Estelle completed a 3-month internship in the accounting office Fisc.pro at Nivelles.

The focus of her role is the analytical management of ADE’s projects. She manages contractual and financial tasks for the MKS programme.

Estelle is fluent in French and has a good knowledge of English.

Anne-Michèle Votron is ADE's accountant-secretary. She is working within ADE since 1993. She deals with the book-keeping in all currencies, handles contacts with the international institutions and, with the financial team, carries out all the accounting tasks. She is the clearing house for the freelance consultants concerning expenses and payments throughout their missions. More particularly, she is in charge of the invoicing to the client and its follow-up under the supervision of the Project Manager. She encodes accounting entries and checks regularly the financial situation and the treasury. She draws up permanent staff contracts, acts as bursar, renews subscriptions and is responsible for the correspondence with suppliers, customers and the banks.

She speaks French, English and Dutch.

Dominique Cabuy joined ADE in 1997 to strengthen its marketing thrust, bringing along her varied experience in programme administration and evaluation. Agronomist and agricultural engineer, she started her career with the International Fund for Agricultural Development (IFAD), a United Nations agency specialised in rural poverty and development where she worked for about 15 years, first in the Monitoring and Evaluation Division and then in the Project Management Department (Africa). She collaborated with many international institutions, particularly the World Bank, the African Development Bank (AfDB) and other UN agencies. Her main areas are rural development, smallholder agriculture and economics, gender issues, and monitoring and evaluation systems. She has supervised numerous programme preparation and evaluation exercises.

Now, as ADE's Market Development Manager, she concentrates on winning opportunities for ADE and preparing tenders while continuing to carry out studies and missions, thus keeping abreast with development issues. As Framework Contract Manager she oversees day-to-day management of individual requests for services and supervises the Framework Contract team.

Dominique Cabuy is fluent in French, English and Spanish, she also speaks Italian and Dutch.

Yaroslava joined ADE in February 2015.

She holds a Bachelor’s degree in Management and Business Administration and a Master’s in Economics and Management.

Yaroslava has over 5 years of professional experience in EU project management and, in particular, the management of International Development Cooperation projects funded by the European Union (DG DevCo, EuropeAid). Her professional track record includes work with different consultancies in the fields of good governance, home affairs and local development where she has acquired an in-depth practical knowledge of EC procurement rules including PRAG, Technical Assistance and Framework Contract (FWC) procedures (FWC COMM 2011, FWC BENEF 2009, FWC BENEF 2013).

As Framework Contract Manager, Yaroslava is in charge of offer preparation, this includes expert search and selection; maintaining relationships with experts and EU Delegations; the management of internal evaluation; setting up project budgets; offer finalization and submission to EU Delegations; follow up of the offer up to the publication of the final results.

She is fluent in English, Spanish, Ukrainian, Russian and has an advanced level in French.

Ciro joined ADE in August 2017.

Ciro holds a Bachelor’s Degree in Law (Bac+5), obtained in 2010 from Federico II University in Naples, with a final dissertation in Macroeconomics. He then completed his studies with a Master’s in Development Economics, in June 2011. Since June 2017, he is a PRINCE2® Practitioner.

Ciro’s professional experience includes field experience of technical assistance to development cooperation in Palestine, El Salvador and Honduras. After arriving in Belgium in 2012, he developed his professional profile while working for several top level consultancy firms in the following domains: Justice, Home Affairs, Good Governance and Nutrition. From July 2013 to January 2014 he was a Junior Expert on an EU funded assignment related to the tracking of nutrition related policies worldwide.

As Framework Contract Manager in ADE, Ciro is responsible for the preparation of bids and tenders. His tasks include: selection of specialized consultants; coordination of mission planning; drafting of contracts with service providers and clients; budget estimations and start-up of the project proposals retained for implementation.

Italian mother tongue, Ciro possesses a full professional proficiency in English and Spanish, together with a working knowledge of French.

Claire joined ADE in October 2010 as Market Development Assistant.

Within ADE’s Commercial and Marketing Department, Claire is in charge of identifying and following new market opportunities; preparing and replying to contract notices applications and tenders; identifying and contacting partner companies; selecting and recruiting experts; and project management on different LT (technical assistance) and ST (FWC) projects in Europe and Africa. During her career, she has acquired an in-depth knowledge of EU tenders and management procedures (DEVCO, DG AGRI, DG ENV, DG REGIO), AfDB, WB. Clare is also familiar the processes of other bilateral cooperation agencies (such as AFD, CTB-BTC, DANIDA, DFID, NORAD, SIDA, etc.).

Claire is also ADE’s Quality Coordinator for ISO/9001. The company was certified in 2008 and again in 2015.

Claire started her career in the early 1990s working in the development cooperation sector for a Dutch consulting group and gained experience as a project executive with two other Belgian consulting companies active in development cooperation worldwide mainly in the sectors of rural development (Latin & Central America, Caribbean), SME and private sector development (Eastern Europe and Central Asia), as well as environment (Central Africa, Indian Ocean, Europe – LIFE+ projects).

Claire specialized in Development Sciences at ICHEC (Brussels) after getting her Master’s degree as a translator (ILMH, Brussels - nowadays Louvain School of Translation and Interpreting).

Claire is fluent in French, Spanish and English, and has a good knowledge of Dutch.

Lucie joined the MKS programme in July 2015.

She holds a Masters in Information Sciences from the University of Montréal (Canada).

Since 1998, Lucie has worked with a variety of international development organizations such as FAO (Food & Agriculture Organisation), IFAD (International Fund for Agriculture Development) and the CGIAR (Consultative Group on International Agriculture Research) managing, designing and implementing their knowledge management (KM) and knowledge sharing efforts. She has also designed curriculum and organized numerous learning events and training workshops in the agriculture and food security sector.

Lucie is currently Team Leader of the Methodological and Knowledge Sharing (MKS) support programme of the European Commission/DG DEVCO which aims at enhancing EC staff capacities and leveraging knowledge sharing for quality and results in EU external assistance.

She is fluent in French and English, and she also speaks basic Dutch and basic Spanish.

Florence joined ADE in October 2009 as Framework Contract Assistant, and is currently working as a Framework Contract Manager.

Previously, she worked in a large Belgian bank as a Commercial Advisor, then as a Human Resources consultant in a recruitment company which specialized in highly qualified candidates in the finance, economy, accounting, banking and consulting sectors.

Florence holds a Master’s degree in Economic Sciences, with a specialisation in International Management (ICHEC management school, Brussels).

As Framework Contract Manager, Florence was in charge of offer preparation: expert search and selection; contact with experts and EU Delegations; management of internal evaluation; setting up of the budget; finalization and offer submission to the EU Delegation; offer follow up through to the publication of the results.

Alongside Framework Contract offers, Florence also supported ADE’s other departments with the preparation of their offers. She is also in charge of the implementation of some projects (which includes the drafting of experts’ contracts; ‘backstopping’; logistics; financial management etc).

From August 2010, Florence was the ADE Web Master; responsible for regularly updating the ADE website. Since September 2015, Florence works for the MKS programme as a Knowledge Sharing Expert in the following fields : Budget Support; Macroeconomy & Public Finance Management; Fragility & Resilience; Conflict Sensitivity; and Aid effectiveness & financing.

Bartosz Brzezinski joined ADE in September 2017.

He has a Bachelor’s Degree in International Relations and Journalism and a Master’s in Journalism from DePaul University, in Chicago, USA. Bartosz was previously an editor for the Belgian weekly newspaper Flanders Today and worked as a freelance journalist in Belgium, Poland and the US.

Within the MKS team, Bartosz produces video interviews and articles on international development and cooperation for the European Commission platform capacity4dev.eu.

He is fluent in English and Polish, and also speaks French.

Roxane Choiseau Gabory joined ADE in March 2018

She has two Bachelor’s degrees. One in Economics & Political Sciences from the Catholic Institute of Paris and another one in EU studies from Paris Sorbonne Nouvelle University. She completed both in 2013. Roxane has a Masters in EU Project Management and International Relations, which is a jointly accredited degree from the Universities of Cergy Pontoise and Panthéon Sorbonne.

From November 2015 until joining ADE, she worked at the French National Institute for Research and Health in Paris, during which time she was in charge of the Horizon 2020 Research project ABIRISK and the 2016 E-Health Research congress. Prior to this, Roxane carried out various assignments on development issues such as Education, Citizenship, Gender Equality, Employment and Youth empowerment financed by EU programmes Eramus, EuropAid, Cohesion Funds Asylum and Integration.

As a Knowledge Sharing Expert for the Methodological and Knowledge Sharing (MKS), her role is to support European Commission/DG DEVCO to enhance EC staff capacities in order to continue to improve the quality and results of EU external aid assistance.

Alexandra joined ADE in September 2017 as Junior Knowledge Sharing Expert on the Methodological and Knowledge Sharing Support programme. Alexandra holds a Master’s degree in History (Université Catholique de Louvain, Belgium) and two postgraduate degrees in Communications and Development (Institut des Hautes Ecoles en Communications Sociale, Belgium) and Human Rights and Democratization (European Center for Human Rights and Democratization).

Alexandra has 7 years work experience in the development cooperation and peacekeeping fields, including 4 years in Africa. She worked for 3 years as Public Information Officer within the United Nations Stabilisation Mission in the Democratic Republic of Congo and 1 year as Communication Officer for the Belgian Agency for Development in Senegal. Her experience also includes a Blue-Book traineeship at DG DEVCO and various assignments with non-governmental organizations in Spain, Argentina and United Kingdom.

Jeanne has direct experience working for the European Commission as she worked for several years at Eurostat in the field of National Accounts, GDP aggregates and mains indicators.

Before joining ADE, Jeanne also worked for the Belgian Ministry of Foreign Affairs in the service of Inclusive growth covering private sector enforcement, agriculture and food security.

Jeanne’s educational background includes an MBA (UCL, Belgium) and a Master’s in European Economic Studies (College of Europe, Belgium). She is fluent in French, English and also speaks German, Spanish and Dutch.

Lukas joined ADE in June 2016 and works as Knowledge-Sharing Expert for MKS to enhance capacities for quality and results in EU external assistance.

Lukas has a strong background in EU affairs and donor relations, with several years of professional experience in NGOs, the private sector and the EU Institutions. Lukas worked in the security sector, on democratization, Human Rights and with different international organizations.

He holds a Master’s degree in International Relations, Peace, Security and Conflict studies and a dual Bachelor´s degree in Political Science and History. He studied in Germany, France, Spain and Belgium. He is fluent in German, English, French and Spanish and also speaks Dutch.

Craig Hill joined the MKS programme at ADE in November 2017.

He works as a Journalist and Content Editor, producing video interviews and articles on international development and cooperation for the European Commission platform, capacity4dev.eu.

Craig holds a Bachelor’s degree in International Comparative Politics and Comparative Literature from the American University of Paris and a Master’s in Development Studies with a focus on Conflict and Development from The Graduate Institute of Geneva.

Craig previously worked as a researcher for the human rights and societal development risks team of Verisk Maplecroft; he also worked with several NGOs on issues pertaining to human rights and migration.

Daniel joined ADE in April 2017.

He holds a Bachelor’s degree in Computer Application from Symbiosis International University, Pune/India. He later pursued a Master’s in Computer Science at the University of Liege (Liege/Belgium), and also holds an Associate degree in Computer Science from the Congo Technology University (UTC/Kinshasa-DRC).

Before joining ADE, Daniel had various professional roles including: Teaching Assistant, web developer and web administrator at Symbiosis Institute of Computer Studies and Research (SICSR, Pune/India); Student Care Coordinator at Symbiosis International University (SIU) and member of the International Student’s council; Student Coordinator at the University of Pune; IT Technician and IT trainer at the National Independent Electoral Commission (CENI/DRC). Daniel was also responsible for IT at Trade-Mining Logistics (TML/DRC) and IT Technician at SODIMEL SPRL (Kinshasa/DRC).

As the IT Business Analyst for capacity4dev.eu, he is mainly responsible for understanding the users’ needs, translating them into user stories, defining acceptance criteria, performing user acceptance tests and making recommendations for improvements of the platform.

Today, she works as Capacity4dev’s (IT) Business Manager, within the Methodological Knowledge Sharing (MKS) programme. Diane is based in the European Commission – as part of DEVCO.05 Results and Business Processes.

Before joining ADE, Diane worked as a Communication officer on European Commission service contracts with a particular focus on energy efficiency and school-industry partnerships.

Diane studied Communications and Business at Vesalius College in Brussels. After gaining several years’ experience in the private sector (energy, consumer goods, and brand design), she later specialised in design for interactive media at Middlesex University in London.

She is fully bilingual in French and English and has a basic understanding of Dutch.

Stefania Serviddio has joined ADE in January 2018. She holds a Master’s degree in Philosophy from the University of Bari Aldo Moro.

Stefania has a background as a Communication Officer and Media Expert both in Italy and in Belgium.

As a Junior IT Expert she is mainly providing support to the developments of Capacity4dev by assisting with the follow-up of usability tasks, testing delivered developments according to requirements and quality standards.

Enrico Turci joined ADE in April 2017.

He holds a Master’s degree in Cinema, Television and Multimedia Production and a Bachelor’s degree in Philosophy.

Enrico has a strong background as a filmmaker and media expert in the social and cultural sector both in Italy and in Belgium. For two years, he was MOOCs Director at the Erasmus+ team, working on e-Learning and communication.

At ADE, Enrico works as video and multimedia expert in communication and journalism within the MKS programme. He is also in charge of the implementation of e-Learning and knowledge-sharing content for the capacity4dev.eu platform.

Carmen Velez Pastrana joined the Methodological and Knowledge Sharing Support (MKS) programme at ADE in January 2018. She works as a Logistics Officer and is in responsible for preparing the logistics for the courses, training and seminars that the MKS programme develops for the European Commission.

Carmen holds a Bachelor’s degree in International Relations from the Universidad Colegio Mayor de Nuestra Señora del Rosario located in Bogota, Colombia. She also holds two Master’s Degrees, one in Protocol and Soft Diplomacy Skills from The International School of Protocol and Diplomacy and another one, in Political Sciences from the Université Libre de Bruxelles, both schools situated in Brussels, Belgium.

Carmen previously worked as a Policy/ Programme Assistant at the United Nations Development Programme. She was also an Assistant in the Competitiveness Unit in the Permanent Representation of Malta to the EU and as a Protocol Officer for the Ministry of Foreign Affairs of the Republic of Colombia.

She is fluent in Spanish, English and French.

In addition, she is active in the follow-up of the SWEP’s activities (Société wallone de l’Evaluation et de la Prospective). Before joining ADE, she worked as personal assistant to the directors of various international firms.

Nathalie Gille joined ADE in January 2018.

Before joining ADE, Nathalie worked in several different roles. She was an Administrative Assistant for several companies. She was a Personal Assistant for the President of an aviation company working mainly on lobbying issues. She was also a horse-riding teacher in Tangier (Morocco). Nathalie was also a manager of the Panoramic View restaurant in Morocco where she was responsible for day-to-day management.

Within ADE, Nathalie assists the Market Development Manager in her daily work. Her main tasks are to prepare Expressions of Interest as well as tender dossiers. Nathalie is also responsible for updating ADE’s different databases.

Nathalie is fluent in French and English. She can also speak Moroccan Arabic.

Karin Durviaux joined ADE’s team in July 2009 to take over the responsibility for the secretariat.

She is in charge of the organization and coordination of the secretariat’s operations and procedures. This includes supervision of the secretarial production team; responsibility for the ISO secretariat and providing assistance to the Board of Directors. Karin reports to the Managing Director.

Before joining ADE, Karin worked as a sales representative for Synthetis, a software editor for agro-food and fast moving consumer goods industries. She also worked for Sabena Airlines as a Stewardess for several years.

Karin speaks fluent French, English and Dutch and has a good knowledge of Spanish.
