EXPERT - Social Protection across the humanitarian-development Nexus (SPaN) 


ADE is a private consultancy company based in Louvain-la-Neuve, with an office in Brussels. It supports decision-makers in formulating, monitoring, implementing and evaluating public policies and strategies.

ADE is currently looking for an EXPERT with competences in social protection to prepare a guidance package on social protection across the humanitarian-development nexus (SPaN). This is in the context of an ongoing programme for the European Commission’s Directorate General for Development and Cooperation’s (DEVCO) Methodological and Knowledge Sharing (MKS) Programme based in Brussels. The MKS programme is a EuropeAid’s programme that aims at improving the quality of EC external assistance. To this end MKS provides methodological support, training and knowledge sharing support to European Commission (EC) staff involved in the design and implementation of EU external interventions. 
The guidance package is prepared in a collaboration between to the Directorate-General (DG) for International Cooperation and Development (DEVCO), DG for European Civil Protection and Humanitarian Aid Operations (ECHO) and DG for Neighbourhood and Enlargement Negotiations (NEAR). It focuses on Social Protection as an instrument for effective short and long-term response to multivariate shocks, protracted crises and displacement.
The objective of the guidance package is to:
1.    update EC practitioners on the issue, provide them with fundamental knowledge about the rationale, about opportunities, challenges, underlying principles, etc., and
2.    better equip them to address specific operational challenges.

To reach the different audiences, the dissemination of the knowledge material will include:
•    different publication formats (print, digital, multimedia, support of online Communities-of-practice (CoP));
•    presentations of the GP material at selected international knowledge-sharing events;
•    contribution to similar global initiatives; and
•    the transformation of the content into learning material for traditional and e-learning training events.

To support the initiative and assure a smooth implementation, the service contract managing the initiative (MKS) is looking for an Expert starting from now until July 2018.

Description of the assignment:
Draft terms of reference for a set of activities with a special focus on the scope of the activities (see list of thematic focuses under profile below):

•    Check initial scope for each activity of the package with content coordinator and KSE/ overall coordinator;
•    Consult with DEVCO, ECHO, NEAR – possibly EUD/ ECHO field offices;
•    Provide coherent draft of ToRs and check back with content coordinator and KSE/ overall coordinator.

•    Master degree in management, international relations, economics, political science, business administration, or similar;
•    Experience in drafting terms of reference/ designing projects/ writing project proposals;
•    Experience with social protection, ideally in fragile contexts with knowledge of the nexus between shocks, fragility, conflict, irregular migration and development;
•    Experience in one or several of these areas:
    a)   Context Analysis & Targeting;
    b)   Benefit Modalities (Transfer Value, Cash+, Graduation);
    c)   Stakeholders (Political Economy, Working with and thru Government and Coordination);
    d)   Operations (aligning and integrating into national Systems, plus Sector Coordination);
    e)   Integrated Financing;
    f)    Health and Education;
    g)   Food and Nutrition;
    h)   Vulnerable Groups (Cross-Cutting Issues: Gender, Elderly, Children, Disabilities);
    i)    Context: Fragilitiy;
    j)    Context: Forced Displacement.
•    Ideally, experience in working in fragile and conflict affected states and/ or working with the European Institutions;
•    Attention to detail;
•    Fluent in English – oral and written.
